Það er mjög áhugavert að skoða álit Feneyjanefndarinnar á nýjustu vendingum í stjórnarskrámálum hér, enda greinilegt að nefndin telur almenningssamráð kjarnann í hverskyns endurskoðun, en vill um leið horfa á stóru línurnar frekar en karp um merkingu orða:

„It is not the task of the Commission to “validate” or “invalidate” the decision of the current authorities to proceed with only partial amendments to the Constitution, nor to arbitrate between different philosophical conceptions of natural resources or of environmental protection.“

Það er að vísu dálítið skondið að gera lítið úr háværum deilum um orðalag umhverfis- og auðlindaákvæða með því að kalla þær „different philosophical conceptions“.

…„Moreover, the Venice Commission also welcomes the great variety of public consultation mechanisms used in the current constitutional reform process … and takes note of the statement by the authorities … that the constitutional reform is an ongoing process in Iceland and will not be limited to the amendments currently submitted to the Commission for assessment.“

Þetta er kannski eitt mikilvægasta kommentið – að hugsa um stjórnarskrárendurskoðun sem stöðuga vegferð frekar en eitt átaksverkefni.

„The Commission considers that the Icelandic people should be given transparent, clear and convincing explanations for the government’s choices, and the underlying reasons for significant departures from the previous 2012 draft approved in the consultative referendum should be explained to the public.“
